The rules for ammo are the same as for the handgun. 18-20 year olds are only prohibited from buying ammo for a handgun FROM A LICENSED DEALER. There is no prohibition on them possessing or owning ammo for a handgun, no prohibition from them obtaining that ammo from unlicensed dealers, private parties, or receiving the ammo as a gift from a private party.

There is no Federal license required to deal only in ammo. The license is only required to manufacture ammo or to be a dealer in firearms.
