We need good, clear pictures. No one would cut a section out of a barrel and replace it, at least no sane person. It sounds like the barrel is bulged, probably from firing a live round with an obstuction in the barrel. Sometimes guns with bulged barrels will be reasonably safe, but I would recommend not firing the rifle until/unless the barrel is replaced.
