Minimum barrel length for pistols and deer

What do you suppose the reasoning is for a minimum barrel length of 5.5" on a pistol for deer in WI? The caliber only has to be above .22 rim fire (.22 center seems to be fine). Not that I would use it but it seems my 9mm with a 4.9" barrel would be a bit more of a killer than a 5.5" .22 center fire. Thoughts?
