The "belt buckle holsters" have not run afoul of this "disguised gun" problem - which was NOT Clinton-era legislation but rather a more stringent interpretation of the NFA1934 rules that started under the Clintons when the ATF went mostly bonkers.

The buckle holsters simply hold a small gun. If somebody doesn't know guns come that small, that's on them. By now more or less all cops do know.
