Well, that is how my bolt looks, exactly. As to the magazine follower, the bolt goes in and the handle just want rotate the locking lugs, it was only about 3/4" from being closed all the way, but yes I know you have to press the follower down to allow the bolt to go closed.

With my bolt, it is like something is stopping the lugs from rotating in their slot. The handle will go all the way in when disassembled from the bolt so that wasn't the problem. The bolt will go all the way in without the handle attached, so that isn't the problem. Put the two together and the lugs will rotate when I push on them, it just simply won't rotate by pushing the handle in like it is supposed to when it goes closed.
