When you go to the hobby shop, see if they have any of the Testors (or another brand) Fluorescent paint. It works great in bright light, and works better than you'd expect in lower light conditions.

Get several colors, and mix some colors that suit you. If you keep the bottles tightly capped, you'll have sight paint that will last you years...

(Depending on the size of the dot, you can often use a toothpick to apply the paint!)
