My reading of this is that you 'might' get an LEO to issue you a 'handgun license' or you might not. It's also handgun registration, ala New York City. AND you will be required to register ALL your handguns, whether you have a license for that particular handgun or not. And you will have to reregister EVERY handgun EVERY year. At some point, the LEO's or legislature will no longer allow you to reregister you handguns and then you will have to turn them over to LEO or state agency you are told to. Can you say handgun confiscation coming to California in the next four years???

"The bill would require the department to issue a handgun owner's license, valid for 4 years, to an applicant if the department determines that the applicant is not prohibited from obtaining the license. The bill would require an applicant for the license to perform safe handling and shooting proficiency demonstrations and to pass a written test, as specified.

The bill would require every licensee, as a condition of the
handgun owner's license, to register with the department every handgun owned by the licensee within one year of issuance of the license and to reregister each handgun annually thereafter. This registration requirement would also apply to each handgun purchased by the licensee after licensure. The bill would require the department to maintain a current data base containing all of the information submitted by each applicant for a handgun owner's license and a registry of all handguns registered by licensees.

The bill would make it an offense, punishable as an infraction, for any person to possess an unregistered handgun in his or her residence, and would provide a 30-day period for the person to register the handgun. The bill would provide that failure to register the handgun under that circumstance would be a misdemeanor, and permit the confiscation of the handgun until it was registered. The bill would also provide that possession of an unregistered handgun in any place other than a person's residence is a misdemeanor, and that the handgun may be confiscated and held until registered. In addition, in that circumstance, the person's handgun owner's license may be suspended or revoked."

All you handgun owners in California ARE SCREWED!! IMHO.
