Is leaving that decision as a
personal one, an admission that some may have already had their
drawn lines....crossed...since you say that the line is a moving target? Seems a dangerous standard which could only lead to a spontaneous combustion within the uniformed services and general confusion among the population in the unlikely event of a crisis.
