Load development: powder charge then COAL??

I'm just curious to how folks develop their most accurate loads. I think most find the most accurate powder charge then start tweaking the COAL. But where do you all start? I've been starting at the published length for the bullet I'm loading, find my most accurate powder charge, then try loads .010, .020 and 0.30 off the lands.

I've recently read somebody suggesting starting .010 into the lands, work up your load looking for pressure, because with the bullet starting in the lands would generate the highest pressure, then backing out from there. I've never tried a load with the bullet in the lands.

What is your method? How many find the best accuracy with the bullet in the lands?
