I may have the same pads - they are flat ribbons of stainless steel wool in a pad.
They worked very well for me, if I was careful.
Wet the rusted metal with Kroil for a period and allow it to penetrate the rust.
Rub gently with an oiled pad, but be careful on corners and edges of the blued surface.
The flat surfaces of the steel wool seem to "scrape off" the surface rust, while sliding across the blued surfaces.
