It is silly and it is a violation of the second amendment.
We have a similar requirement in Alabama, though much simpler. You simply have to find three people who are willing to sign your application (that are not family members, I believe) stating in essence that you are not a moron. But let's face it, what moron can't find three others to sign their name?
