Hi Jim,

Good theory, but I as I suspected, the devil is in the details. I was looking for the definition of "Sheriff" or "County Sheriff" to see if the office was defined as being only in the state of California. Looks like I should've looked up "county" first.

Heck, a paralegal might be able to research this fairly quickly for you for a small fee. But like Librarian on THR, I think you're cut off by the definitions of the agencies involved.
