An affordable option for a complete setup is a Savage 10GXP3 package. You get a rifle, 3x9 Bushnell scope, and even a sling. Not a bad looking rifle; nothing fancy but a solid hunting gun. Available calibers are 22-250, .223, 243, 25-06, 270, 30-06, 300 Win Mag, 308, 7mm Rem mag, and 7mm-08 Rem. These are economy rifles but they have the excellent Savage 'Accutrigger' and are accurate as heck. I'd suggest you consider a 30-06 because you can get loads from 110gr up to 220grn which will allow you to hunt anything in North America.

I got my son a .223 version and right after breaking it in, he shot a 5rd 5/8" group at 100yds with it using my Hornady 68grn handloads with TAC powder I made up for my AR. He absolutely loves the trigger and the rifle as a whole. Even the scope is decently bright and has held zero very well. (Note: Even though they claim it comes boresighted, plan on sighting it in yourself.) Best of all it cost me $571 delivered to my FFL from Buds.
