I believe issuing a firearm (or "weapon") carry permit is an act of a state government, and as such should be covered by the full faith and credit clause of the Constitution. If it takes passing a law to force the states to honor the Constitution, I can't make myself see that as a bad thing.

Actually, in PA it is the county sheriff who issues CHL's.
