I had that problem with some Federal hulls I tried reloading years ago. Probably shouldn't have used them, but hey, I was poor.
I found a hair dryer used to warm the round just before crimping, and holding the press down to let the plastic set, resulted in perfect crimps.
It also slowed me down quite a bit.
