Unless things have drastically changed an officer is only issued 100 rounds - 50 for practice and 50 for quals/annually. This only included the primary carry - any backup or alternate weapons had to be financed personally.
Any additional range time is up to the individual officer. As far as additional courses my department sponsored me and ponied up a percentage of the training if it was in the interest of the department; however the bulk of my training was paid for personally.
I'm guessing this is all going to be up to the department and local government's discretion.
