Does Winchester Size Their 380 Unprimed Brass Too Small?

Bought some Winchester 380 Unprimed Brass and loaded it with 9mm JHPs. The bullets put a noticeable bulge in the brass. I used an RCBS Tappered Crimp Seating Die.
Loading the same bullets in once fired brass resulted in a loosely seated bullet. Both sets of brass were run through a 9mm sizer die before seating the bullet, so the smaller sizing must have been done by Winchester and not my sizer.
I ordered a 380 sizing die assuming it will give me a tight seat without a bulge.
Has anyone else run into this situation?
P.S. The bulged cases feed and fired through my LCP without a problem.
