Quick easy way.
Just call a business that sells (mail order B/P to Florida) or a local business that sells B/P in your area. They know the laws for your State and will have the answers for your questions. Being Track of the Wolf is in the mail order business of shipping Black around the country. Perhaps they can. They answered all of mine when I called.
