Those who know my posts, know I'm the last person to suggest a slower powder. I'm definitely a "fast powder centric" (if there's such a term) loader. And W231 is great powder - quite possibly my all time favorite. I've loaded more rounds with 231 than any other.

That said, you'll be doing good to get 900fps from those 185's using 231. You need a slower powder. With the right powder, 1100fps could easily be attained.
