#9 454 problem

Working up a load for 454 casull, for Ruger super redhawhK 9 1/2"
new Starline brass, Federal small rifle primers, 250 cast bullet, heavy crimp.
I ran a small test with 24.0 grains of # 9, results were good, except for a bit high ES, HI 1460, LO 1241 ,AVG 1376 FPS
That was the last of my #9, so I obtained another pound ( Lot # 0404122054 ). Loaded 50 exactly as before. This batch is showing inconsitant ignition. I have had two squibs, and when I attempted to chrono, some were as low as 1000 FPS.The case show unburned powder that is a brown / gold color, and when I knocked the squib out, there was a large wad of unburned powder.
Any idea what is going on here?
