That's true. The law is supposed to punish those that commit crimes, i.e. theft, fraud, and force.

However, we have come to a point where our representatives have been allowed to pass illegal laws and nothing is done to them.

As a result, just owning things, or even speaking things have actually become crimes in the eyes of our corrupted government, even if you have not really committed any crime at all.

The highest law in our country states that the right to bear arms shall not be infringed. Yet, we have thousands of infringements upon this law. It's not the criminals that are punished, but every American whether they've committed a crime or not.

The highest law in our country states that Congress shall make no law abridging the freedom of speech. Yet we have hundreds of abridgments upon this law. Once again, it's not the criminals that are punished, but every American instead.

And, on and on...

People are finally waking up though now, as a result of the problems that are being created, so that's the good news.
