Question on targets

I was wondering, the .45 ACP rounds that I loaded with Titegroup 4.4 grains on a SNS Casting 230 grain Lead RN, when they hit the taget from 20 feet the target is ripping on ether side of the POI kinda looks like this < O >

Could this be caused by lack of volocity on the bullet ? I dont think they are tumbling at least I hope not, or maybe just thin target paper?

Any thoughts?
