But he (or she) issues them as an agent of the state. It is not a county LTCF (License To Carry Firearms), it is a state license, and it is issued pursuant to state statute, not pursuant to county ordinance. I have mine right here -- right across the top, in the largest font on the entire document, it says "PENNSYLVANIA LICENSE TO CARRY FIREARMS." Once issued, it is valid in all counties and all municipalities in Pennsylvania (no matter how much Philadelphia tries to pretend otherwise).

In New York (state), carry licenses are issued by county magistrates ... but they are still state licenses, and the magistrate is acting as an agent of the state in issuing (sometimes) the licenses.
