A "web programmer" would not know where to begin. They could make an alike mock-up of the screen, but the technology to process the camera feed, locate the laser beam hit is not something they generally if ever deal with.
Software for $250 is cheap. Especially if it works well.
Given the hardware and the hardware specs I probably could write the software for something alike this.
