Yes, 2 3/4" shells are perfectly safe in any 3" chambered gun in good condition.
It is recommended that steel shot not be used in a full choke barrel due to the risk of bulging the barrel or peening out the choke.
Also, sabot slugs generally do not give good accuracy in a smooth bore barrel.
