Bout two years ago around here they had a list of people wanting XYZ.
Peoples names went on ammo and it went under the counter. Cases/stacks.
The whole thing was a sham, with empty shelves and somewhat stocked under the counter for the select few. I raised some grief with a manager once after I tried to buy some of the super-secret stash for a new firearm and was told that I could play the list grovel ammo game, started reloading thereafter.
