22 shell? Do you mean a 22 long rifle? Actually it doesn't matter, simply taking the bullet out of the shell does
NOT make it a blank. The powder simply does not burn without the bullet to provide resistance. The
BANG you hear is the high pressure gasses escaping. No bullet, no pressure.
No wad you could push in the empty case will provide enough resistance to make it a blank.
IF the reason for this is to produce a report, you won't!
