Define "best"
Most people would agree that a one-hole rifle that is beautiful, indestructible, weighs 5lbs and doesn't kick would be ideal. Unfortunately, I don't know of one that fits that bill.
Any rifle is going to be a series of compromises. The bigger the bank account, the fewer compromises you'll have to make but there will always be some.
One of the most accurate rifles I have ever owned was a Rem. 700 Sendero in .270 win. I mounted a Nikon Monarch 4.5-14 AO scope on it with Leupold scope bases and rings. It would drive tacks at 200yds all day long with handloads.
With sling and bi-pod, I had about $900 in the combo. It was not light or beautiful by most standards but it was accurate, reliable and didn't kick. 3/5 ain't bad.
