Perhaps a better way to describe this is how its mandated for qualification. Practice, training, and qualification ammo must be either duty ammo,
or its ballistic equivalent hence is why there is so much hollow point ammo used in LE.
Pointing out that minor fact will help some folks to better understand the "why"
