That's certainly true in NY. In fact, geographically speaking, I would say that 90% of the state is practically "Shall Issue". Unfortunately, as Tom points out, from a population perspective a great majority of people are left with no chance of obtaining a carry permit.
NY City is roughly half of the states entire population. It is also difficult or impossible to get carry permits in most other major cities including Albany, Buffalo, Syracuse and Rochester.
