I don't know if they still do it, I'll have to get a map and find out.
BUT:
Before I went to Alaska, (1973) I lived in Edgemont SD. When you got a map of the grass lands (Buffalo Gap National Grass lands) it had PD towns marked on the map. Also it had the ponds that had been stocked with fish marked. So you just had to pick your spot on public land and go shoot.
I'm gonna have to get a BGNGL map and see if they still do it.
