I don't have the Wheeler Engineering one. The one I have is actually intended for bicycles but can adjust from 17 to about 200 inch pounds of force (2-24Nm actually), so it should be more than suitable for the range I need for firearms.

From what I know this is about what torque settings should be applied, but any input is welcome:
Action screws: 65 inlbs
Base screws: 30 inlbs
Ring screws: 15-20 inlbs
Windage screw(s): 45 or 65 inlbs (not sure, I see a lot of different values)

If anyone has the wheeler engineering settings, they are very welcome.
