If nothing happens when you click on the "quote" icon (the little text balloon) above the text area, your browser may have Javascript disabled. (If your browser has Javascript disabled,
none of those what-to-do-with-the-text icons will work.) How you enable it depends on what browser you're using -- read your browser's online help, or look under a menu item such as "options"... or (shameless plug for free software here) switch to Firefox, which makes it really simple.
