I believe it is. Wilson Combat/Scattergun Tech, as part of their "Remington Steal" package, offers to convert your 2.75" chambered Remington 870 to a 3.00" chamber. Since the conversion process does not replace the receiver (nor is any material added to the receiver, to my knowledge), it would seem that the stock receiver is strong enough for three inch magnum shells.
That said, I'm not sure what Wilson Combat does to convert the old chamber. Therefore, while the receiver may be strong enough, I do not know whether you can just swap out the barrel and be done with it.
