I would work with the Universal and 2400, W231 and Titegroup may have to much pressure at the 1250 fps end. I have a 4" Colt Trooper that loves AA#7 and Blue Dot, I do stay well below max with BD as it behaves erratically at cooler temps. AA#7 I load lighter as well but for accuracy reasons. I have been thinking of AA#9 when I run out of BD.

Sorry, I don't think Universal would be a good choice for the velocity you want, W-296 and 2400 would be your best bet.
