That's exactly what
fiddletown said - the
likelihood of an encounter is independent of the
severity of the encounter, should it occur. I'm much less likely to fall off a bridge that has a guardrail compared to a bridge of the same height that doesn't have a guardrail, but if it happens, the outcome will be the same in either case.
