i believe it is ok for him to have a weapon at his house for HD and to protect his family incase something happens. Carrying illegally while driving is taking a big risk, since if he gets pulled over...he's pretty much done. He should look over the consequences and if he decides to carry even though he is not suppose to its his decision. He'll regret it though if he gets caught with it..then without it..
