I've lost a frame screw out of my pistol. Specifically, #19 on the schematic link below:

Now, What is this "and pivot lock" referred to in the part name? What does it do? I've ordered a replacement screw from Brownell's, but I got concerned as to the function of this "pivot lock". Is this something that has to be fitted by a smith, or is just replacing the screw all that needs to be done?
