I suggest the Ruger 10/22 Carbine All Weather Model. Stainless steel construction with polymer stock. 37" OAL and 5 lbs. They run around $250. Replace the factory stock with a Choate folding stock for about $100 to cut 9" of OAL. Well my suggestion is over your $200 budget. I'd even check pawn shops and gun shops for used .22's to fit your budget.
