While 4895 may not be the
best powder for the Swiss, I'd be surprised if you couldn't find a good load for it. IMR- or H-4895 is a very versatile rifle powder. There's not a lot of fine tuning involved with a Mosin so
any powder you don't like in other rifles works well to use up there.
I'd say it would be hard for you to go wrong with any of the 4895's.
