As far as I can tell neither is lined. The inside of the belt is smoother than the outside of it, but looks the same. Maybe double leather, it is thick .250". The holster is rougher on the inside than the outside.

I just read their (things to know) on their websight and it says, all of their belts and holsters are fully leather lined.
