Hoo, Boy! Here we go again! If one is thinking "tactical" and only inside--Inside!--the home, then I'm in accord with you, but I would suggest #9 Skeet for an apartment-dweller. This is less important for me than for many, since my nearest neighbor is some 300 yards away and over-penetration is not an issue.
If your personal idea about the tactics includes potential use outdoors, it might be useful to increase the odds of penetration of a bad-guy's cover or concealment by use of 00 or Slug.
