That is a teflon coating. I sent my first one back because it was flaking off. They sent me another one and it did the same thing. The vendor contacted Lee, who sent me another and told me to keep my other one. The one from Lee flaked off also. But, effectively, there is no problem in using them. The longer scratches towards the back of the first photo is where the teflon has come off.
