Yes, but this is not an isolated incident. Restoration of rights at NICS has not been funded for over a decade.

You can have all the due process you want, but if the system does not do what it is intended to do, that due process may only achieve Pyrrhic victory.

Meanwhile, there are costs and time involved in "due process" that may not be justifiable. A right we have to jump hurdles to exercise is no right at all.
