It's from the .38 Military & Police 4th Change series but it sounds like it might be a .38/200 British Service Revolver (model 200) but I'm not positive. The serial number dates it to around 1940. The chambering, .38 S&W, is not to be confused with the more common .38 Special. The markings are/could be proof marks and import stamps (re-imported back to the US).
