If all that's wrong with the cylinder is that the nipples have become permanently fixed, why not just leave it that way.
Unless there's something wrong with them, and need replacing, that is.
My old cap and ball revolver has had the nipples frozen for many years.
It doesn't know it and shoots as good as ever.
