Just a couple of items since reviewing the GCA again.
Utility bill IS listed as an "example" in the law!
It also indicates the 90 days before one buys a gun has to be continuous. NICS will check with ICE to verify that the alien HAS NOT left the USA in the preceeding 90 days.
ATF Rul. 2004-1
The regulation
states that "[e]xamples of acceptable
documentation include utility bills or a
lease agreement which show that the
transferee has resided in the State
continuously for at least 90 days prior
to the transfer of the firearm.
