You are running into the point where the 308 cannot keep up with the 30-06 because of case capacity. Long bullets take up case capacity to the point where they interfere with velocity.

Lyman says you can reach 2,600 fps with the 190 gr bullet using H380, N550, and Varget, but all of them are compressed loads. I don't know it you can get there with Rl17.
