Not sure where to get that stuff. But, Duct Seal has also been used to test bullet performance.
This can be bought at an Electrical or Sheetmetal Supply House. Comes in blocks and is normally used as a weatherseal putty.
Shoot into it and cut it open along the bullet path.
Some people also use wet newsprint.
