Australia's entire legal system differs from ours, including the requirements for a search warrant, so I'm not even going to address the rest of your second-hand anecdote.
But here in the U.S., getting a judge to sign off on a search warrant
when no one is even claiming that a crime has taken place isn't going to happen without a major revision of our laws. Can laws be changed? Sure, but until it happens, I'm not going to play the "what if" game.
